The collision occurred on Northeast 14th Street. According to police reports, 33-year-old Milagros Soto was driving a 2008 Ford Focus in an eastbound direction on 14th. The Focus was traveling at a high rate of speed when Soto lost control of the car, entered a bicycle lane, struck the curb, and then traveled onto the grassy shoulder before crashing into an oak tree. Both Soto and his passenger, 25-year-old Joseph Perry, died at the crash scene. Soto was not wearing a seatbelt at the time of the crash.red on Northeast 14th Street.
